Service Connection Defect Rectification: Common Defects, Notices, and How to Manage the Work

Defect rectification is a steady source of work for ASP Level 2 contractors. When a DNSP identifies a non-compliant or unsafe service connection during inspection, routine maintenance, or a customer complaint, they issue a defect notice requiring the property owner to engage an accredited provider to fix it. Understanding what triggers these notices — and how to quote the rectification efficiently — is essential for any ASP business.

What Triggers a Defect Notice?

DNSPs issue defect notices when an existing service connection no longer meets safety or compliance standards. Common triggers include:

  • Routine DNSP inspection: Periodic audits of service connections in an area, particularly in older suburbs where infrastructure is ageing
  • Storm or weather damage: Fallen branches, wind damage to overhead cables, or flooding affecting underground connections
  • Customer complaint: Flickering lights, low voltage, or visible damage reported by the property owner
  • New connection or upgrade: During a related job, the DNSP inspector identifies pre-existing defects that must be addressed
  • Vegetation encroachment: Trees growing into overhead service cables, reducing clearances below minimum standards

Most Common Defects

While defect notices can cover a wide range of issues, certain problems appear far more frequently than others:

  • Low overhead clearance: The most common defect by volume. Overhead service cables that no longer meet minimum ground clearance — typically because the ground level has been raised (landscaping, new driveways) or the cable has sagged over time. Minimum clearances are 3.7m over residential areas and 5.5m over driveways and vehicle crossings.
  • Damaged or deteriorated cable: UV degradation on older overhead cables, mechanical damage from tree contact, or water ingress into underground cable joints. Visibly cracked or frayed cable insulation is an immediate defect.
  • Non-compliant fittings: Older service connections installed under previous standards may have fittings that are no longer approved — outdated insulators, corroded clamps, or cable ties used where proper cable supports are required.
  • Incorrect point of attachment: The service cable is attached to a structure that can't support the load (e.g., a fascia board instead of a proper bracket bolted through to the frame), or the attachment height doesn't meet current standards.
  • Missing or damaged service protection: No service fuse or a damaged cut-out at the point of supply, exposing the service cable to fault currents without proper protection.

Quoting Defect Rectification Work

Defect rectification quotes differ from new connection quotes in a few important ways:

  • The scope is defined by the notice. The DNSP defect notice specifies exactly what needs to be fixed. Your job is to quote that scope — not more, not less. Adding unnecessary work inflates the quote and risks losing it to a competitor who quotes to scope.
  • Site visits are often unavoidable. Unlike new connections where you can design from satellite imagery, defect rectification usually requires a site visit to assess the existing installation's condition and determine what's salvageable versus what needs replacement.
  • Timeframes can be tight. Defect notices typically include a compliance deadline — 90 days is common, but safety-critical defects may require rectification within 30 days. The property owner is motivated to get quotes quickly.
  • Documentation matters. After rectification, you'll need to submit a Certificate of Compliance to the DNSP confirming the work meets current standards. Thorough before-and-after documentation protects you if the DNSP queries the rectification.

Managing Defect Work Efficiently

For contractors who handle a high volume of defect rectification, efficiency comes from standardising the quoting process. Most defects fall into a handful of categories with predictable materials and labour requirements.
